Landworks Civil Design, LLC was established in 2022 to provide land development consulting services and project entitlements throughout Pennsylvania. Our name is a reflection of our work and was chosen to symbolize our commitment to do our work both professionally and responsibly. Our experience is borne from thousands of projects across five decades for hundreds of clients. Our success is measured not only in obtaining project entitlements but in building and maintaining relationships with peers, clients, and regulatory agencies.
We provide hands-on, expert-level service and a commitment to work collaboratively to solve problems and find solutions. Our focus is on cost-effective, innovative solutions that save our clients both time and money without sacrificing the quality that they demand. Whether providing planning services for a new development, designing capital improvement projects, solving local storm water problems, or navigating the increasingly complex regulatory processes, Landworks provides the knowledge, commitment, and experience necessary to achieve each project’s goals.
Joshua George is a co-founder of Landworks Civil Design, LLC where he serves as managing partner. For the last twenty-five years, Mr. George has been immersed in land development design and project entitlements throughout Pennsylvania. His project experience includes all major sectors of the industry including commercial, health care, hospitality, industrial, and residential projects.
Geographically, he has worked in all the counties in Central
Pennsylvania as well as Baltimore and Harford Counties in Maryland. Day-to-day, Mr. George’s design duties include project feasibility, site layout and grading, stormwater management, utility design, and quality control reviews. He also leads Landworks’ business development efforts and serves as a client advocate.

Aaron Navarro is a co-founder of Landworks Civil Design, LLC where he serves as partner. For more than thirty years, Mr. Navarro has honed his skills in land development design, project management, and business development. Beginning as a drafter and progressing into CAD design, project design, and project management, Mr. Navarro has a breadth and depth of experience in all major sectors of the land development consulting industry.
Geographically, Mr. Navarro has worked throughout Central Pennsylvania on a variety of commercial, industrial, and residential development projects. He has earned a reputation as a trusted resource for his clients and is frequently called upon to lead entitlement processes and present projects to local and state regulatory agencies.
Jeramy Bittinger serves as a Project Manager for Landworks Civil Design, LLC. Over the last five years, Mr. Bittinger has honed his skills in land development design, specializing in Project Management, Conceptual Site Planning, Land Development Permitting, and project entitlements. Working directly with property owners and developers, Mr. Bittinger has a wide range of experience covering all aspects of the land development industry.
Geographically, Mr. Bittinger has worked throughout southcentral, eastern, and northeast Pennsylvania. With a focus on warehouse development in the industrial sector, Mr. Bittinger has experience throughout the entire length of the I-78, I-81, and I-83 corridors within Pennsylvania.
